Paco Sanchez serves as President and CEO of the Rio Grande Valley Partnership, bringing more than 20 years of experience in legislative affairs and public policy.
He previously served as Legislative Director for State Representative Armando “Mando” Martinez and as Chief of Staff for State Representative Oscar Longoria, where he played a key role in advancing legislation related to transportation, infrastructure, water, health care, higher education, international trade, and economic development across Texas.
In addition to his public sector work, Sanchez has experience in the private sector as a Litigation Specialist with Hinojosa Law, PLLC. A Rio Grande Valley native, he is a graduate of Donna High School, earned his undergraduate degree from the University of Texas at Austin, and received his law degree from the University of Houston Law Center.
As President and CEO, Sanchez leads the RGV Partnership’s efforts to strengthen regional advocacy, collaboration, and economic growth across Cameron, Hidalgo, Starr, and Willacy Counties. He works closely with business leaders, elected officials, and community stakeholders to advance the Valley’s shared priorities.


The Financial Controller at the Rio Grande Valley Partnership plays a key role in overseeing the organization’s financial operations and ensuring fiscal responsibility across all programs and initiatives. The Financial Controller is responsible for managing budgeting, financial reporting, and internal controls to support the Partnership’s mission and organizational goals.
Additionally, the Financial Controller works closely with leadership and staff to maintain transparency, compliance, and efficient financial processes, helping ensure the organization’s resources are managed effectively and sustainably.


The Director of Marketing and Events at the RGV Partnership plays a crucial role in leading and executing the organization’s marketing strategies and managing successful events. The Director of Marketing is responsible for developing and implementing innovative marketing initiatives to promote the RGV Partnership and its mission. Additionally, they oversee the planning, coordination, and execution of events that support the organization’s goals and objectives.


The Director of Memberships and Fundraising at the RGV Partnership plays a pivotal role in developing and implementing strategies to grow the organization’s membership base and secure financial support through fundraising initiatives. Leandra is responsible for building and maintaining relationships with members, donors, and sponsors to ensure sustainable funding and engagement.


As Administrative Office Manager, Bertha is responsible for ensuring the efficient operation of the office. She is well-versed in the concepts, practices, and procedures required by non-profit organizations to operate effectively and securely, while handling time-sensitive material with care. Bertha ensures that all regular and recurring duties and initiatives under the RGV Partnership are performed with high quality and delivered in a timely manner to the organization’s Board of Directors and leadership team. Her responsibilities also include managing board communications, coordinating meetings, and maintaining organizational records to support the smooth administration of the Partnership’s operations.

Over 80 years of driving economic growth and community development in the Rio Grande Valley
Bill Summers was a visionary who unified the Rio Grande Valley by founding the RGV Partnership in the 1980s, bringing together cities, business leaders, and public officials to advocate as one voice. Under his leadership, the organization helped drive major infrastructure projects, establish UTRGV and its medical school, and attract billions in investment. His efforts laid the groundwork for the Valley’s emergence as a logistics and trade hub for Texas. Today, the RGV Partnership continues his legacy through regional events and initiatives that highlight the Valley’s growth and potential.

Bill Summers was a visionary leader who saw the untapped potential of the Rio Grande Valley and dedicated his life to unifying the region for long-term growth. In the early 1980s, he led the creation of the Rio Grande Valley Partnership, a regional chamber of commerce unlike any other. Summers understood that fragmented efforts between cities like McAllen, Brownsville, Harlingen, and Edinburg would never yield the economic progress the Valley deserved.
Under his leadership, the RGV Partnership brought together business leaders, elected officials, and public institutions to advocate as one voice — not only to Austin but to Washington, D.C. The organization became a vital force behind key infrastructure projects, including the expansion of Interstate 69, international bridge modernization, and regional rail access.

Summers also helped pave the way for the creation of the University of Texas Rio Grande Valley and its medical school, transforming access to higher education and healthcare in South Texas. The economic impact of this unified approach has rippled across the entire state of Texas. The Valley is now a cornerstone of the state’s logistics and trade sectors, with its ports and highways serving as major gateways for international commerce.
The RGV Partnership’s influence has helped secure billions in public and private investment, expand the regional workforce, and attract industries ranging from aerospace to renewable energy. Today, the RGV Partnership continues to honor Bill Summers’ legacy from its headquarters in Weslaco, Texas.
It hosts cornerstone events like the Legislative Tour, the annual Honors Banquet, and the RGV Partnership Foundation’s Golf Tournament, all of which highlight the region’s success stories and unite stakeholders in ongoing progress. Summers passed away in 2009, but his legacy lives on in the roads we drive, the jobs we hold, and the students who now have greater opportunity in the Valley.
He believed in telling the region’s story the right way — boldly, collaboratively, and with pride. The RGV Partnership remains the voice of that story, championing the economic future of South Texas and standing as a testament to Bill Summers’ unwavering vision.

The RGV Partnership was established in 1944 as the"Lower Rio Grande Valley Planning Board" with Lloyd M. Bentsen as its first chairman and founder.
In January 1947, the organization underwent a rebranding and was officially renamed the "Lower Rio Grande Valley Chamber of Commerce."
In November 1979, it evolved further and became known as the "Rio Grande Valley Chamber of Commerce," reflecting its expanding influence and commitment to the region.
In June 1995, under the leadership of Bill Summers, the organization transitioned to the "Rio Grande Valley Partnership," solidifying its role as a key economic driver in the region.
The RGVP Foundation was formally established in 1996, continuing the mission to support and enhance the region’s economic and educational development.
In 2005, under the leadership of Bill Summers, the regional chamber moved into its current headquarters marking a significant milestone as the organization established its permanent home base.
